We will be ensuring healthcare and the education of healthcare professionals remains as good as ever and free,”  Dr Muscat said. “We will also be ensuring workers retain their jobs. That, Opposition leader is how we plan to bring investment to the economy,” Dr Muscat said, replying to a comment by Simon Busuttil. Updated 5.15pm - A bouncer told jurors this morning how he saw a white man hit a black man who then fell to the ground and started bleeding from the head. "He went down cold (nizel cappa). Boom.  Knockout," bouncer Jesmond Vella said. He said he heard the hit and then the sound of the man hit the ground. He also said he heard a "fffff" sound and saw blood ooze out of the back of the man's head. He was testifying in the trial by jury against Romanian Antonel Dobre, 29, who is pleading not guilty to seriously injuring Sudanese Osama Al Shazliay Saleh -  26,  known to his friends as Sunshine - in Paceville on March 17, 2012, at about 6am. The prosecution is claiming that Mr Dobre punched Mr Saleh in the face, causing him to fall, hit his head and suffer brain haemorrhage that led to his death three days later. Mr Vella said that, at the time, he was a bouncer at Clique and was stationed by the door. Outside he saw a dark-skinned man talk to two white men. Everything seemed normal. "I saw them talking and, suddenly, a white man hit the black man and he fell on the floor. I told him: 'Why?'... Then I don't know what happened. There was chaos," he said adding that he then focused on...

A court heard evidence today in a case instituted by the police against a man who stands accused of animal cruelty after a video showed him severely whipping a horse. Elton Saliba is pleading not guilty to the charges. The case took place in May 2014. Animal Welfare Department officers Roberto Barbo and Dennis Sciberras told the court that they had seen the video where the horse was shown being hit by the accused while it was in a stable. The horse reacted in order to avoid the blows. The court had previously heard police Inspector Nicholas Vella testify that the accused had told the police that he had acted that way in order to protect a colleague’s two-year-old daughter, who was in the stable. He had feared that the horse may injure her. Lawyers Franco Debono, Marion Camilleri and Angie Muscat are appearing for the accused.

Addressing participants via video-link, Dr Metsola thanked all her MEP colleagues who voted for her. She underlined that cooperation and compromise was essential for the European Parliament to make a real difference in people's everyday lives. "No MEP and no political group alone could achieve anything by themselves. We cannot be entrenched in our positions and need to continue to work together in the best interests of the people we represent," she said.  Dr Metsola is currently in Washington participating in talks on Justice and Home Affairs issues between a European Parliament delegation and their United States counterparts so was unable to attend the event. Health and Energy Minister Konrad Mizzi and Parliamentary Secretary Chris Fearne gave details of the government's plans for the new Gozo hospital and the revamped St Luke's Hospital when they spoke in parliament this evening. They also disclosed that 125 beds in Gozo and another 250 in St Luke's will be available for medical tourism. They gave their explanations after the shadow minister for health, Claudette Buttigieg, made a series of questions about the €200 million investment announced by the government. Speaking in Parliament, Ms Buttigieg said private sector investment in health facilities was welcome, but was this just the opening of a branch of Bart’s medical school, or more? How was the government announcing a €200 million investment when, at the same time, the prime minister had said a call for expressions of interest would be made? Was this a case where agreement had already been reached behind the people’s backs, but a deal was being announced now because of the local councils’ election campaign? Did the Labour Party hold meetings with the prospective investors before, or after the last general election? When was the first meeting held? Although the call for...

The private sector will be asked to develop and run the Gozo and St Luke's hospitals under a government investment proposal worth €200 million. The ambitious plan was unveiled this morning by Prime Minister Joseph Muscat, Health Minister Konrad Mizzi and other government ministers. Under the terms of the proposed public-private partnership the private investor will be responsible for the capital expenditure and will be given the facility to operate a private hospital on both sites. However, the government will be contracting hundreds of beds for use by the public health system. Dr Muscat said the plan will represent "a step change" in healthcare and will put free healthcare on a sustainable footing while creating an economic niche. Health Minister Konrad Mizzi said healthcare will remain free while services will improve. He explained the price the government will pay for the beds contracted from the private operator will be equivalent to current running costs for the Gozo Hospital, the various facilities still operating from St Luke's and the Karen Grech rehabilitation hospital. A request for proposals seeking interested private investors will be issued in 10 days with the...

Nationalist MP Antoine Borg said today that it was unacceptable that cooks at the Institute for Tourism Studies had reportedly been told to prepare food for private receptions organised by the institute's executive director, and that the ingredients were paid for by the institute. Mr Borg said this was the latest in a string of worrying cases of mismanagement at the ITS - the others including a lecturer in Gozo for only seven students and an employee who stayed out of work beyond her maternity leave. Mr Borg said all limits had been exceeded, and the current situation was discouraging staff and students.   The ITS was vital for the tourism sector, and it should be focusing on strengthening its ties with the industry, Mr Borg said.  TOURISM MINISTRY REACTION In a reaction, the Tourism Ministry said hard work was being put in for the ITS to recover from the state of abandon if was reduced to under the former government.  A management audit had been carried out, structures were being changed and recruitment was being made to cater for current needs.  The ministry's aim was to see the ITS as a centre of excellence for the training of new and serving staff in the tourism industry,...

European court awards €8,200 for breach of right to release pending trial

The Maltese government has been ordered to pay British national Jovica Kolakovic €8,200 by the European Court of Human Rights which found that Mr Kolakovic’s right to a trial within a reasonable time or to release pending trial was breached. Mr Kolakovic was arrested and charged with drug possession and intent to traffic in September, 2009. Following multiple bail requests which were rejected by the relevant courts, he lodged constitutional redress proceedings in March 2010. In a judgement given in August, 2010, the court dismissed the applicant’s claims, pointing out, however, that the decision was without prejudice to any remedies he would be entitled to request at the proper time and if the need arose. The applicant appealed. In January, 2011, pending the constitutional appeal proceedings, the applicant was granted bail subject to a number of conditions including a bail bond. Since the specified amount was not paid, he remained in custody. In a judgement given in February, 2011 the Constitutional Court found a breach of the applicant’s rights in view of the ongoing passage of time since the first-instance judgment, during which period the applicant’s requests had continued to...

Coalition idea is ‘pie in the sky’ – Arnold Cassola

A coalition government is “pie in the sky” and not a topic for discussion, according to Alternattiva Demokratika chairman Arnold Cassola. Prof. Cassola was approached after Opposition leader Simon Busuttil said on Tuesday’s edition of Times Talk that he would not rule out the possibility of forming a coalition with AD prior to the next election. Prof. Cassola said he had “no reaction”, adding he would not be drawn into speculation and “science fiction “We are focusing on the here and now: the local council elections and the spring hunting referendum. The general election is far off. It’s not a matter up for discussion.” However, political observers do not believe a coalition government is impossible. Historian Henry Frendo said the idea should not be dismissed because it had happened twice in the 1950s under George Borg Olivier, who formed a coalition government with the Malta Workers’ Party. Political observer Hermann Schiavone noted that, in the world of politics, what could seem impossible now may well not be excluded from happening in the near future. Read more on Times of Malta.
