A procedure to change the password of a protected e-mail each time there was a fuel contract up for grabs to make the process secure had not been requested in May 2011, when a contract was awarded to Totsa, which was preferred over BB Energy, the Public Accounts Committee heard this morning.
The committee is debating the findings of the National Audit Office into fuel procurement by Enemalta.
The NAO found unacceptable minutes that included illegible writing, improper record keeping and doodles, particularly in 2008 and 2009. The situation started to change in 2010 when Enemalta was transferred to former finance minister Tonio Fenech.
Deputy Auditor General Charles Deguara said that there was a password protected email which used to be changed each time there was a contract up for grabs.
The fuel procurement committee used to call MITA for the new password to open the bids. The idea was to make the process secure.
This account was created in April 2011 after the new policy came into force. Mr Deguara said that MITA confirmed that this password was only requested in three out of seven meetings this password was requested.
