The Ramblers' Association is insisting that landowners should be made to affix ownership documents on gates and structures blocking access to the countryside.
Association president Alex Vella said documentation should include a reference number that can be checked online by walkers who suspect that land is not really privately owned and access is being denied illegally.
The association believes walkers should have access to footpaths that were used by the public for centuries on land owned by the Knights of St John and the British.
The ramblers also expressed concern over high rubble walls, making countryside trails look like tunnels.
